云岗石窟景区旅游开发项目
一、项目背景
云岗石窟地处山西省大同市城西约16公里处,是北魏王朝建都平城(即大同)期间留下的一座历史丰碑,是我国三大石窟艺术宝库之一，2001年被列入世界遗产名录。石窟绵延约1公里,现存45个主要洞窟,51000余尊佛像。大同具有丰富的佛教文化旅游资源，古建筑、古遗址有三百多处，是北魏文化的发祥地，魏碑书法和云冈石窟的雕刻艺术有突出的特点。为了进一步提升云岗品位，计划在云岗石窟前东侧建设云岗北魏文化园，在云岗石窟7公里处，建设中国书法史碑林。中国书法史碑林弥补了大同文化旅游资源中汉字与书法艺术发展演变及其成果的空缺，项目建成后与云冈石窟、北岳恒山、悬空寺等旅游景点形成配套，提高了大同文化旅游资源档次。项目的构思在全国是首创，具有国际性旅游教学品牌，办理了知识产权注册登记，享有全国独有的冠名权。
二、项目概况
1、建设规模:云岗北魏文化园15000平方米、中国书法史碑林占地面积1000亩，建筑面积90000平方米。
2、主要建设内容：云冈景区基础设施、周边环境改造。云冈北魏文化园：石窟开掘厅、石窟艺术展示厅、北魏历史陈列厅。中国书法史碑林：以汉字与书法艺术的产生和发展，以石材、竹、木、金属等材料为载体，建成碑碣艺苑；以佛、道、儒三教文化及琴、棋、书、画、诗、酒、茶等古典文化建成博物馆、写经院、文昌阁、国际文化艺术交流中心；以碑碣艺苑为教学载体，建设一所书画艺术教育学院。建设休闲别墅和游客服务中心（四星级）。
3、建设期限：2006年-2010年
4、项目总投资：8亿元，资金筹措：自有资金0.65亿元、拟引资7.35亿元。

The
Project of Yungang Cave Scenic Spot Development
Project background:
The Yungang caves, 16 km away to the west of Datong
City, Shanxi Province is a
historical
milestone
left by
the
Northern Wei Dynasty whose rulers founded its Capital
City at Pingcheng (Datong). Being one of the three big
rock caves art treasure houses it was
included in the world heritage list.
The whole caves are continuous approximately 1 km, 45
main caverns and 51,000 images of Buddha remain there.
Datong, rich Buddhist cultural tourism resources, with
more than 300 old buildings, ancient relics is the
birthplace Northern Wei Dynasty culture, among which
Weibei calligraphy and the Yungang Caves Carving have
prominent features.
In order to further promote Yungang Caves’ status,
Yungang Northern Wei Dynasty Culture Garden was planned
to built in front of the Yungang caves (the east side)
and Chinese calligraphy history stele forest is to be
constructed 7 km away from, which will fill the gap of
Chinese characters and calligraphy art evolution and its
fruit in Datong cultural tourism resources.
After its completion, it will be match with the Yungang
Caves, Hengshan Mt.and the Hanging Temple, etc. Thus the
level of
Datong’s
cultural tourism resources
will be
greatly enhanced. The idea of the project is the first
in our nation’s history, being an international
traveling teaching brand,
registered an intellectual property rights which
nationally exclusive.

their food structure has changed dramatically. Cattle
and sheep meat are popular with consumers for more lean
than fat. Bai Xiangcao series products came into market
in 2004.Since then, it has been receiving the market

of demand in the market. So the market demand potential
is huge. The sales network besides the local market has
extended to all parts of the country, the company has

Yanggao County is one of the counties under the plan of
construction of ecological livestock economic areas and
through the implementation of plan the raising volume
will reach 500,000, 350,000 of which is to be off-breed.
Pig -raising has become the leading industry in the
county for the scale expansion. So far the raising
volume of the county has reached 30,000, some of which
are exported in other counties and provinces.But most of
the production still follow the methods of extensive
operations, close relatives mating and updating of pig
species lagging behind, both of which lead to the
degradation of species, high occurrence of epidemics,
low-rate living, insufficiency of quality pig, low-rate
off-breed and poor quality meat. Consequently our
products fail to meet market demand, which restricts

2、建设内容：第二期工程扩建后，年产6万吨杏仁露及2万吨杏仁脱苦。
3、产品方案：250ml/罐，外包装24罐/箱。产品方案全部采用马口铁三片罐（印铁罐），包装形式。
4、建设条件、原辅材料及公用设施落实方案：杏仁露的主要原料为杏仁，而项目区所在地王官屯镇是阳高县杏树规模大、产量高的乡镇，杏仁资源相当丰富，项目区内水、电、厂房等公用设施配套齐全。

Project background:In
recent years, Yanggao County highly regarded the
development apricot industry as a pillar to promote the
countywide agricultural development, and the income
increase of farmers. By the end of 2005, planting area
of the apricot tree have amounted to 83,000 Mu in
the county, among which 40,000 Mu are in the
period of bearing fruits. Apricot industry in Yanggao
County has gradually increased. In 2006, our county
grasped the opportunity of the building of revolutionary
districts and counties in northwest of Shanxi Province
and developed an industrial mode of leading
enterprises-bases-farmers. Meanwhile, based on an
industrial chain dominated by leading enterprises, we
made good use of the advantages of apricots and promoted
the county’s economic development and increased added
value of agricultural products.

The annual production of apricot is100, 000 tons, during
phase = 2 \* ROMAN II the company plans to produce
60,000 tons almonds dew and 20,000 tons non-bitter
almonds per year (during phase = 1 \* ROMAN I project

put into use).

After phase II expansion, 60,000 tons

produced each year.

10万吨/年果蔬浓缩原浆加工项目
一、项目背景
大同地区农副产品极为丰富，2003年水果种植面积8021公顷，年产量为11565吨；蔬菜种植面积26.54千公顷，年产105.7万吨。果蔬产量大，品种多，价格低，存量丰富，有良好的原料产地，至今大同市无类似加工企业。近几年农村产业化建设项目全面展开，把种植业作为我市农村经济的主导产业，果蔬种植面积逐年扩大。但由于受季节性的影响，每年都有大量果蔬滞销，给广大农民种植户造成很大的经济损失，影响了他们的致富步伐。另外，果蔬浓缩汁作为纯天然绿色食品，含有丰富的维生素、矿物质，产品口感清爽、舒肝健脾，深受消费者的青睐。
二、项目概况
本项目是一个新投建的农产品深加工企业，位于大同市南郊区水泊寺，占地约116.727亩，总投资为8338.16万元，其中固定资产为6662.16万元。
该项目所需原料主要来源于大同市郊区的县区，胡萝卜和杏是大同优传统的农产品。完全可以满足项目供应。该项目的主要燃料是煤，大同是我省主要的煤炭基地，燃煤供应有保障，该项目使用的水电均使用大同市南郊区水泊寺东王庄提供的水源电源。所选场址门前有通讯电缆架设的线路，通讯电话安装方便。本项目生产采用国际上先进的物理去皮方法，使用蒸汽去皮，区别于传统的化学方法，不添加任何化学制剂，使产品纯天然无污染，符合绿色食品标准。根据生产工艺技术的要求，主要生产设备为进口意大利贝尔•杜奇生产的先进果蔬浓缩浆生产设备。
本项目建设期为两年，工程预计2006年4月开工，11月一期完工，投入使用，联合试运转一个月，2007年1月正式运营，2007年3月—11月二期完工投入使用。投产后预计年加工果蔬10万吨，年销售收入可达18610.02万元，每年可实现纳税1431.7万元，利润约2906.76万元，全部投资财务内部收益率64.11%，所得税后为43.85%，投资回收期税为2.92年，所得税后为3.65年，投资借款偿还期为3.29年（含建设期二年）。

Project
background:
Datong is extremely rich in agricultural and subsidiary
products, in 2003, the fruit cultivation area was 8,021
hectares, whose the annual output is 11,565 tons; The
vegetables cultivation area was 26.54000 hectares with a
yearly production of 1.057 million tons. Fruits and
vegetables, large in output, various in kinds and low in
price, is rich in storage and have good source of
supply, what is more, until now Datong hasn’t got the
similar processing enterprise..In recent years, rural
industrialization construction projects are in full
swing, we have taken the plantation industry as our
rural economic leading industry, vegetable cultivation
has expanded year by year. But as a result of seasonal
effects, a large number of fruit are unsalable every
year, which lead to enormous economic losses for farmers
whose step to wealth is slowed down. In addition, the
fruits and vegetables concentration juice is pure
natural green food, rich in Vitamin, the mineral
substance, which tastes neat and is good for the spleen
and live so that it is favored by consumers.
Survey
of the project:
This project is a deep-processing enterprise of
agricultural products, which is located at Shui Bosi,
south suburb of Datong. It covers about 116.727 Mu,
and the total investment is RMB

million, RMB

million of which is fixed assets. The raw materials
needed mainly come from suburbs and counties of Datong,
of which carrots and apricots are superior and
traditional agricultural products. So the supply of the
project will definitely be satisfied. Coal, the
project's main fuel, is secure,for Datong is the main
Coal base of our province, the water and electricity of
the project will be provided by Wangzhuang, which is
located to the east of Shui Bosi. In front of the
project site there is communications cable line, which
brings convenience for telephone installation. The
project uses internationally advanced production methods
of physical peeling, the application of steam peeling,
which differs from the traditional chemical methods and
does not add any chemicals, so that we can have pure and
unpolluted products that conform to green food
standards. According to the technical requirements for
production processes, the main production is advanced
fruit and vegetables concentration from equipment
imported from Bell•Deutch
of Italy
The
construction period of the project is 2 years, which is
expected to start in April, 2006 and phase = 1 \* ROMAN
I is to be completed in November, which is to be tried
for one month and then put into use in January 2007. The
construction period of phase = 2 \* ROMAN II will last
from March to November, which is to be used after
completion.
It is
expected to process 100,000 tons of fruits and
vegetables a year with an annual sales income of RMB￥186.1002
million and tax RMB￥14.317
million and the profit will reach RMB￥29.0676
million. All the internal profit rate of financial
investment will be 64.11%, the internal profit rate of
financial investment (after tax) is 43.85%, the recovery
period is 2.92 years, the recovery period (after tax) is
3.65 years, payment period of the investment is 3.29
years (including 2 construction period).

大同市金地牧业公司肉牛养殖及深加工项目
一、项目概况
本项目以公司+基地+农户的方式运作，建设规模为首期年屠宰肉牛3万头，年存栏肉牛为10万头，产品为无公害的优质牛肉生产基地。目前基地已征地2000亩，其中：基地以400亩作为深加工园区，包括饲草饲料加工厂，有机肥加工厂等；200亩用于科技园区，包括繁育中心，防疫中心，研发中心及办公生活区,其余作为饲草饲料种植示范基地。
项目繁育基地位于大同县倍加造镇，距大同市区12公里，京大高速、得大高速、大塘公路、铁路湖东编组站及大同机场均距基地3公里范围内，交通十分便利。基地已打自备水井13眼，水源丰富，水质良好，电力通讯等设施均已进入基地。
该项目育肥一分厂已在花园屯乡建成，距市区10公里，年可出栏3000头育肥牛。位于京大、大塘交汇处的屠宰车间基础及配套工程已完成。
该项目总投资为2.4亿元人民币，拟引资1.6亿元人民币，建设期为两年。项目达产后预计销售额达2.5亿元，内部收益率为22%，投资回收期为5~6年。
该项目投产后社会效益巨大。由于肉牛在犊牛及架子牛饲养阶段均委托农户饲养，故约有3万农户年可增收2500元~3000元。基地在育肥牛饲养、饲草饲料加工、屠宰分割、包装运输及有机肥加工等约需用工1000人以上，不仅增加农户收入，而且将安排大量农村劳动力就业。

Survey of the project:
Based on the operation of company＋base＋farmers,
this project is planning to build a production base for
high-quality beef without environmental damage,during
phase = 1 \* ROMAN I we will have the ability of
slaughtering 30,000 beef cattle and breeding100,000
cattle. At present the base has acquired 2,000 Mu
land, including: 400 Mu as a base deep processing zones,
which is composed of a forage grass feed-processing
plant, the organic fertilizer processing plant; 200
Mu for the technology park, including a breeding
center, a vaccination centre, a research centre and a
office living quarters and the remaining as a
demonstration base for forage cropping. The breeding
base is located in Beijiazhao Town, Datong county,12 km
away from Datong urban district. Besides, it enjoys
convenient transportation since it is less than 3 km to
Jin-Da expressway, De-Da expressway, DaTang highway,
East Lake Railway Station and Datong Airport. There are
13 wells of its own, the water source is rich, and its
quality is good, electric power and communication
facilities are available in the base. The No.1 branch of
the project has been built at Huayuantun Township, 10km
away from the urban district. It can breed 3,000 fat
cattle each year. The slaughtering workshop and
ancillary works, at the intersection of Jing-Da highway
and Da-Tang highway, have been completed,The total
investment of the project is RMB
￥0.24
billion, out of which RMB
￥0.16
billion to be brought in and the construction period is
2 years. After its completion the sales income is
expected to reach RMB￥0.25
billion, internal profit rate is 22% and investment
recovery period is 5~6 years.
The operation of the project will
bring great social benefits. Because the beef cattle
will be entrusted to farmers in the calf and the rack
raising stage, about 30000 farmers will have an annual
income increase of RMB
￥2,500~3,000.
Besides, a massive rural labor force employment will be
offered then more than1,000 workers will be needed in
the section of battle raising, the forage grass feed
processing, slaughtering and division, the packing and
transportation and organic fertilizer processing

关于建设万头肉牛养殖场项目
一、项目背景
灵丘县现在牛的主要品种为本地黄牛、西门塔尔和夏洛莱改良牛，黄牛改良技术在我县已有20多年的历史。团中央在灵丘扶贫后，灵丘县委、县政府加大了黄牛改良技术的推广力度。特别是2005年，县委、县政府拿出财政资金1000多万元，重点扶持农业，对全县的畜禽进行免费防疫和对黄牛进行免费改良，进一步降低了畜禽的死亡率，提高了黄牛的受胎率。目前，全县共铺设黄改点30多个，2005年已完成黄改1万头，受胎率达到了95%。黄牛改良技术在我县得到了推广，群众对这项技术有了新的认识，从中得到了实惠。本项目由灵丘县宝鑫矿业贸易有限责任公司承担实施。该公司集矿产品开采、加工、销售、交通运输、农业综合开发等于一体，固定资产5000多万元，年实现销售额2000多万元，年创利税1000多万元，属灵丘利税大户之一。
二、项目概述
本项目一期工程和二、三期工程各建黄牛改良点1处，通过改良、胚胎移植、购入架子牛等多种手段，累计发展肉牛10万头，使之真正成为灵丘的养殖龙头企业。
项目地点地址选在天走公路东侧，铁路桥以南的上堡村，黑龙河以西。场址毗邻灵丘县城，交通便利，水电方便，且不占用基本农田。
项目建设期限为三年，2006年投资完成土建工程并购进架子牛3000头；2007年继续购进架子牛，实施黄牛改良和胚胎移植，养殖规模达到5000头；2008年完成生活区、办公区及其它配套建设，通过实施改良和胚胎移植，使养殖规模达到10000头。
项目总投资1亿元，包括基础设施建设、黄改设备设施、购买架子牛、胚胎移植费用和周转资金五项。现已自筹3000万元，引资7000万元。项目建成后年总计可实现收入2154万元，同时可带动周边10个村万余人发展养牛业。

Project background:At
present, principal variety of cow are the local oxen,
simen tower cattle and
Shallock
at Lingqiu County,in which the ox improvement technology
has existed for more than 20 years.After the program of
poverty alleviation organized by Central Committee of
the Communist Youth League, Lingqiu County Party
Committee and County People's Government has stepped up
efforts to promote the ox improvement technology
specially in 2005, they spent the financial fund more
than RMB￥10
million on supporting agricultural development and
carried out county-wide vaccination for the poultry and
improved the oxen, all of which were free of charge,
consequently the poultry's mortality rate was further
been reduced and ox's conception rate went up.
Currently, the county has more than 30 sites for the
improvement of oxen, where more than 10,000 oxen have
been improved with a conception rate of 95% by 2005.
With the popularity of ox improvement technology in our
county, the masses have obtained a new understanding of
this technology, and benefited from it. The project is
to be implemented by Lingqiu County Baoxin Mining
Industry Trade Co., Ltd. It deals in minerals mining,
processing, selling, transportation and agricultural
comprehensive development. The company is one of
greatest tax payers in the county whose fixed asset is
more than RMB 50 million and the annual sales income is
more than RMB ￥20
million and the annual tax. is more than RMB
￥10
million.
Survey of the project:
There is one oxen improvement site to be constructed
during each of the phase = 1 \* ROMAN I, = 2 \* ROMAN
II and = 3 \* ROMAN III,of the project. We plan to
breed 100,000 beef cattle through the improvement, the
embryonic implantation, buying the rack cow and so on
then the project will truly grow into a leading breeding
enterprise in Lingqiu County. The project is located at
Shangbao village, to the east of Tianzhou highway, the
south of the Railway Bridge and the west of Black Dragon
River. In addition, the project adjoins Lingqiu County
district, the transportation there is convenient, water
and electricity is well supplied and it does not occupy
the basic farmland
The project construction period is 3
years. In 2006, after the completion of civil
engineering 3,000 rack cows will be purchased. In 2007,
to purchase more rack cows and through implementation of
oxen improvement and the embryonic implantation, then
the breeding scale will amount to 5,000; In 2008, to
complete the living quarters, office district and other
ancillary buildings, again through improvement and the
embryonic implantation, the breeding scale will reach
10,000.
The total investment of the project
is RMB￥0.1
billion, including the infrastructure construction,
equipment and facilities for oxen improvement, the
purchase of rack cows, the expense of embryonic
implantation and the revolving fund. Now we already have
self-raised fund RMB￥30
million, and plan to bring in foreign capital RMB￥70
million. The project is expected to have a sales income
of RMB ￥21.54
million after its completion and at the same time it
might spur more than 10,000 people in the peripheral 10
villages to raise cattle.

天镇县是国家级贫困县，农民收入低，发展经济种植作物农民积极性高，天镇土壤以砂砾土质为主，特别适合丰寒性，喜冷凉的胡萝卜生长，产量大，品质高，可以更好地保证产品的原料质量和最终产品质量。
九天公司已同山东九发公司签定常年供货协议，山东九发是国内一家专门从事食品出口加工的专业厂家，是国内上市公司，该企业就有一条胡萝卜加工生产线，原料供应采用山东和内蒙的胡萝卜原料。天镇九天利用九发成熟的生产和市场优势，在项目前期可避免市场销售风险。
4、选址方案，区位条件及用地规模
项目建设地点为天镇县工业发展园区，厂区紧邻大张线—马走县两条省道干线，距京包铁路天镇站不足2公里，其交通运输，通讯极为快捷，水、电、燃料供应充足。
